XXVI ALMIRANTE CONDE DE BARCELONA TROPHY

1.  ORGANISING AUTHORITY.
The "Real Fundación Hispania de Barcos de Época" (“Royal Hispania Foundation of Vintage Boats”), announces the XXVI Edition of the “TROFEO ALMIRANTE CONDE DE BARCELONA” regatta, organized by the Club de Regatas Hispania (Hispania Regatta Club) and the Real Federación Española de Vela (“Royal Spanish Sailing Federation”) in collaboration with the Real Asociación Nacional de Cruceros (Royal National Cruise Association) Escuela Nacional de Vela Calanova (“Calanova National Sailing School”), the Federación Madrileña de Vela (“Madrid Sailing Federation”), the Federación Balear de Vela (“Balearic Sailing Federation”), and the Escuela Nacional de Vela de Calanova (Calanova National Sailing School).



2.  PLACE AND DATES.
Racing will take place in the Bay of Palma de Mallorca from 16th to 22nd of August 2010, and will qualify for the Spanish Vintage and Classic Boats Championship.


3.  RULES.
The races will be run in compliance with the rules stated in this Notice of Race and in the Sailing Instructions. Any rule omitted herein will be subject to compliance to the following Regulations:
3.1 The Regatta Sailing Rules (R.R.V.) of the International Sailing Federation I.S.A.F. 2009-2012
3.2 Prescriptions of the Royal Spanish Sailing Federation. (R.F.E.V.)
3.3 C.I.M. (Comité International de la Méditerranée) Rules for Vintage and Classic boats 2010-2013.
3.4 International Rating regulations (R.I. 2010) for the boats in the R.I. “Classic” category.
3.5 The rules governing 8 and 12 Metre boats.
3.6 Special Safety Regulations of the ISAF.
3.7 International Rules for the Prevention of Collision at Sea.


4. ELIGIBILITY.
4.1
All participants must comply with the conditions determined in the Regulation “Règlement pour les courses des yachts d’epoque et classiques C.I.M. 20010-2013”, Rule 19 of the I.S.A.F. and the Prescriptions of the R.F.E.V. relative to this Rule.
4.2 Participants with Spanish nationality or legal residence in Spain must possess the Federative Sport Sailing License 2010.


5.  CATEGORIES, GROUPS AND CLASSES.
5.1 According to their year of construction, boats will inscribe in the VINTAGE Category (if commissioned before the 31st December 1949) or in the CLASSIC Category (if commissioned between 1st January 1950 and 31st December 1975).
Both categories will admit the participation of REPLICAS, defined as boats designed in the aforementioned periods but commissioned later, as long as their construction strictly complied with the original drawings and involved the application of techniques and materials used during their design times.
5.2 Class divisions: Firstly, boats will be grouped into two categories, VINTAGE and CLASSIC Boats; then into classes, according to their type of rig, and finally according to length. A class cannot be formed with less than five inscriptions. If the number of participants in one of the VINTAGE or CLASSIC categories is under five, the boats will be regrouped, and a 4% reduction on the real time will be applied to the VINTAGE boats. The REPLICAS (of VINTAGE and CLASSICS) will form independent classes, but if less than five, they will be regrouped with their corresponding categories.
5.3 Boats with serial dates over 25 years, belonging to the R.I. “CLASSICS” category.
5.4 8, 12 and 15 Metre Classes.
5.5 Boats registered in the “SPIRIT OF TRADITION” class will have an independent classification.
5.6 “HISTORICAL WORKBOATS” not covered by the C.I.M. regulations may form a class if the number of inscriptions allow it.


6.  ENTRIES.
6.1 Entry forms shall be sent to:

6.2  THE REGISTRATION OFFICE must receive entries no later than 20:00 hours on the 16th of July 2010. However, the Organizing Committee may accept entries until the 16th of August 2010 as the final deadline.
6.3 The entry forms shall be filled in and accompanied by an appropriate bank check and/or a payment proof receipt of the inscription fees paid in the bank CAJA MAR, current account number: ES32 3058 0962 1827 2001 7130. SWIFT Code. CCRIES2A.
6.4 The requirements for a fully formalized Entry are:
• Up-to-date Third Party Insurance Policy covering damages to third parties and crew with a minimum coverage of 600.000 Euros.
• Copy of a current C.I.M. Certificate of Measurement for 2010.
• Copy of a current R.I. Rating Certificate for 2010 for the R.I.  “CLASSIC” boats.
• A photograph of the boat with open sails must be sent, e-mailed or enclosed in order to assign the boat to the corresponding class and group.
6.5 Each owner shall register and personally sign the entry form in the Regatta Office before 13:00 hours on the 17th of August 2010. The following documentation shall be presented at that time:
• Entry Form, properly filled in and signed.
• Photocopy of the Certificate of Measurement C.I.M. or R.I.
• Valid Federative Sailing Licenses for all crew (Spanish or residents).
Photocopies of passports (for foreign crew).
Photocopy of valid insurance policy that covers third party responsibility during the regatta for a minimum amount of 600.000 Euros.
Safety List, properly filled in and signed.
Sails declaration.
Name, address and telephone number of a contact person ashore.  
Owners shall present the Declaration and List of Crews with each crew’s I.D. Number, N.I.E. or Passport Number and contact details to the Regatta Office before 11:00 hours on the 18th of August 2010. Forms will be available at the Regatta Office.
6.6 Spanish crew members or residents shall present their Federative Sport Sailing License for 2010 (see previous point). Other nationalities are required to present the Federative Sailing Licenses from their corresponding countries, if applicable.
6.7 Registration fees will be applied in regards to the boat length and the registration date, which will in turn determine the maximum number of crew members entitled to attend the social events.

7.  PUBLICITY.
In accordance with rule 20.3.1 (a) of Regulation 20 of the ISAF, the relevant limitations will be applied to all boats during their stay at the mooring, as well as during navigation when entering or leaving the regatta circuit.


8.  SCHEDULE.
The Schedule is the following:

Boats must be at the Regatta Base to pass the inspection by the members of the Vintage Boats Committee from 13:00 hours on the 16th of August 2010 until 12:00 hours on the 20th of August 2010.


9.  THE COURSES.
The course configuration will be laid in the Bay of Palma and will be described in the Sailing Instructions.


10.  SCORING SYSTEM.
The scoring system will be that established in Appendix A4 of R.R.V. of the International Rules of Sailing (I.S.A.F.). Each race will have an independent score.


11. CLASSIFICATIONS.
There will be a separate classification for each established group.


12.  PRIZES.
The following trophies will be awarded at the least:
12.1 Grand Trophy Almirante Conde de Barcelona.
To be awarded to the winning boat in the VINTAGE and CLASSIC categories, in accordance to details specified in the Sailing Instructions, which will be issued to the participating owners before the start of the races.
12.2 Likewise, the Grand Trophy Almirante Conde de Barcelona will be awarded to the winning boat in the R.I. “Classic” category, as long as the Race Committee considers the number of participating boats has been sufficiently representative.
12.3 The Trophy for the Overall Winner.
Independently of the Grand Trophy Almirante Conde de Barcelona, the Trophy for the Overall Winner will be granted to the boat that wins the first place in its division in the VINTAGE and CLASSIC categories in the races, irrespective of the points awarded by the Vintage and Classic Boats Committee.
12.3.1 A Trophy will be awarded to the first classified winners of the 8, 12 and 15 Metre Classes, Workboats, Dragons and R.I Classics, as long as there are 4 participants per group, otherwise, the Race Committee may consider grouping them.
12.4  Participation in a minimum of 50% of the regattas is required to qualify for a Trophy.
12.5   The list of the rest of the Trophies will be displayed on the Official Notice Board (T.O.A.).


13.  INSPECTIONS AND MEASURING.
13.1 All boats must be available to the Measuring Committee as of 10:00 o’clock of the 16th of August 2010 at the Regatta Base.
13.2 The owners of all competing boats are required to supply the Measuring Committee with the previously obtained Certificate of Rating.
13.3 The timetable for inspections and revisions carried out by the Measuring Committee will be published on the Official Notice Board (T.O.A.).
13.4 The winners of each class or group shall be at the disposal of the Measuring Committee for re-measurements once the races have ended and before the Prize Giving Ceremony.
13.5 Safety and Measuring inspections may be carried out during the regatta.


14.  SAFETY.
14.1
The Safety of this regatta shall be considered of Category 4, in accordance to the Special Rules for Open Sea Racing of the current I.S.A.F.
14.2 All boats must be equipped with a VHF radio.
14.3 It is the responsibility of the owner, or of those responsible for each boat, to comply with the general legal requirements existing for recreational boats, and most importantly in the handling, operation and safety on board.
14.4 The Royal Decree 62/2008 states the conditions for Maritime Safety, navigation and human life at sea applicable to all nautical sport races. All participants are hereby advised before the start of the races that the boats may participate only if they are correctly dispatched for navigation in the waters where the races will be held, and if the boat skippers possess the appropriate license to handle them.
All participants must declare, well in advance of the start of the race, their insurance and third party liability coverage in accordance with the Notice of Race, including their coverage for participation in nautical sport races.
It is the responsibility of each boat to obtain for its participants any complementary insurance they esteem convenient, in addition to that required hereby.
 

15.  BERTHS.
Boats registered and accepted by the Organising Committee will have a berth reserved at the Regatta Base located in the Port of Palma de Mallorca, from the 15th of August until noon of the 23rd of August 2010. The Organizing Committee will assign the berths, which will be free of charge and will be occupied under the entire responsibility of the skipper of each boat.
VHF Channel 09 will be used for maneuvers in the harbor.


16.  LANGUAGES.
In case of any discrepancies between the Spanish and English versions of this Notice of Race and the Sailing Instructions, the Spanish text will prevail.
In the event of any doubt in regards to the C.I.M. measurement rules, the official text and language in French will prevail.

17.  INTERNATIONAL RELATIONS.

18.  MODIFICATIONS.
The Organizing Committee reserves the right to modify this Notice of Race.
 

19.  EVENTS.
These will be displayed on the T.O.A. together with the Regatta Schedule.
 

20.  PUBLICITY RIGHTS.
Other than the Real Fundación Hispania de Barcos de Epoca and those expressly authorized by the foundation, it is totally forbidden for any person, participant, organization and / or element linked directly or indirectly to the organization, person, product, brand name or idea meant for marketing and promotional purposes, to publicize in representation of the organization in any form varying from that already established in rule 20.3.1 (b) of Regulation 20 of the ISAF.
Non-compliance with this regulation will result in the automatic expulsion from the competition of the boat exhibiting the unauthorized publicity, with forfeiture of its inscription rights and fees.
The image rights belong exclusively to the “Real Fundación Hispania de Barcos de Epoca”. All photographs must be presented free of copyright.
 

21.  RESPONSIBILITY.
All participants in the Regatta take part at their own risk and responsibility.
The Organizing Committee, or any person or entity involved in the event organization, is absolved from all responsibility for any loss, damage, injury or personal inconvenience, suffered by any person or thing, whether on land or sea, that occurs as a consequence of taking part in the regattas announced in this Notice of Race.
Specific attention is required to the Fundamental Rule 4, “DECISIÓN DE REGATEAR” (“Decision to Race”) part 1 of R.R.V., that states:
It is the exclusive responsibility of a boat to decide whether to participate in a race or to continue in the regatta”.
