1. ORGANISING AUTHORITY
The "Real Fundación Hispania de Barcos de Época" (“Royal Hispania Foundation for Vintage Boats”), convenes the XXVth edition of the “TROFEO ALMIRANTE CONDE DE BARCELONA” regatta, in collaboration with the Escuela Nacional de Vela Calanova (“Calanova National Sailing School”), the Real Federación Española de Vela (R.F.E.V.) (“Royal Spanish Sailing Federation”)and the Federación Balear de Vela (“Balearic Sailing Federation”).
2. PLACE AND DATES
Racing will take place in the Bay of Palma de Mallorca, from the 16th to 22Nd of August 2010. The event will qualify for the Spanish Vintage and Classic Boats Championships.

3. RULES
The races will be run in compliance with the rules stated in this Notice of Race and the Sailing Instructions. Any relevant matter not covered therein will be dealt with in compliance to the following regulations:
3.1 The International Sailing Federation (I.S.A.F.) Regatta Sailing Rules (2009-2012) (R.R.V.)
3.2 The Royal Spanish Sailing Federation Rules. (R.F.E.V.)
3.3 C.I.M. (Comité International de la Méditerranée) Rules for Vintage and Classic boats 2006 - 2009.
3.4 C.I.M. Rules for the rating of boats in the “Spirit of Tradition” class with I.R.C. certificates.
3.5 The rules governing 8, 12 and 15 Metre boats.
3.6 ISAF Offshore Special Regulations.
3.7 International Rules for the Prevention of Collisions at Sea.
4. ELIGIBILITY
4.1 All participants must comply with the conditions written in the “Règlement pour les courses des yachts d’epoque et classiques C.I.M. 2006-2009” regulations and with Rule 19 of the I.S.A.F. and the prescriptions of the R.F.E.V. relative to this regulation.
4.2 Participants with Spanish nationality or legal residence in Spain must possess the National Sailing Federation License for 2010.
5. CATEGORIES, GROUPS AND CLASSES
5.1 According to their year of construction, boats will be entered in the VINTAGE Category (if launched before the 31st December 1949) or in the CLASSIC Category (if launched between 1st January 1950 and 31st December 1975). Both categories will admit participation of REPLICAS, boats designed in the aforementioned periods but launched latterly, provided their construction strictly adhered to the original drawings and that both the techniques and materials used were those of their design time.
5.2 Class divisions: Firstly, boats will be grouped into two categories, VINTAGE and CLASSIC Boats; then into classes according to the type of rig, and finally according to length. A class cannot be formed without a minimum of five entries. If the number of participants in one of the VINTAGE or CLASSIC categories is under five, the boats will be regrouped and a 4% reduction on the real time will be applied to the VINTAGE boats. The REPLICAS (of VINTAGE and CLASSICS) will form independent classes, but if less than five, they will be regrouped with their corresponding categories.
5.3 Boats belonging to the “SPIRIT OF TRADITION” class as defined by the C.I.M.
5.4 8, 12 and 15 Metre Classes.
5.5 Boats entered in the “SPIRIT OF TRADITION” class will have an independent classification.
5.6 “HISTORICAL WORKBOATS”, not covered by the C.I.M. regulations, may form a class if there are sufficient entries, or join the VINTAGE fleet, and will have to accept their assigned rating.
6. INSCRIPTIONS

6.2 THE REGISTRATION OFFICE must receive entries no later than 20:00 hours on the 16th of July 2010. However, the Organising Committee retains the right to accept entries until the 17th of August 2010 as the final deadline.
6.3 The entry form must be completely filled in and accompanied by an appropriate bank check and/or a documented proof of payment of the registration fees.
6.4 The requirements for a fully formalised registration are:
- Up-to-date Third Party Insurance Policy covering damages to third parties and crew with a minimum coverage of 600.000 Euros.
- A copy of a current C.I.M. Certificate of Measurement for 2010.
- A copy of a current I.R.C. Rating Certificate for 2009 for the “SPIRIT OF TRADITION” boats.
- A photograph of the boat with all sails up should be sent or e-mailed in order to assign the boat to the corresponding class and group.
6.5 Each owner should register and personally sign the entry form in the Regatta Office before 13:00 hours on the 17th of August 2010.
- The following documentation must be presented at that time:
- A properly filled in and signed entry form.
- Photocopy of the C.I.M. or I.R.C. Certificate of Measurement.
- Photocopies of National Sailing Federation Licenses for all crew (Spanish or residents).v
- Photocopies of passports (foreigners).
- Photocopy of the insurance policy that covers third party responsibility for the regatta for a minimum amount of 600.000 euros.
- A properly filled in and signed Security List.
- Sails declaration.
- Name, address and telephone number of a contact person ashore.
A Crew List Declaration with each crew’s National Identification Number, N.I.E. or Passport Number and contact details must be presented to the Regatta Office before 11:00 on the 17th of August 2010. Forms will be available at the Regatta Office.
6.6 Spanish crew members or residents must present their National Sailing Federation License for 2010. Other nationalities are required to present their National Sailing Licenses from the relevant countries, if applicable.
6.7 Entry fees will be applied in regards to the boat length and the registration date and these, in turn, will determine the maximum number of crew members entitled to attend the social events.

7. PUBLICITY In accordance with rule 20.3.1 (a) of Regulation 20 of the ISAF, the regatta will be Category A and the relevant limitations will be applied to all boats whilst moored, and during navigation when entering or leaving the regatta area.
8. PROGRAMME
Monday, 16th August: Reception of boats, berthing, measurements and presentation of documentation.
Tuesday, 17th August: Owners Meeting and Welcome Reception.
Wednesday, 18th August: Racing.
Thursday, 19th August: Racing.
Friday, 20th August: Racing.
Saturday, 21st August: Racing.
Sunday 22nd August: Grand Parade and Prize-giving Ceremony.
Boats must be at the Regatta Base to pass the inspection of the members of the Vintage and Classic Boats Committee from 13:00 on the 16th of August 2010 until 11:00 of the 21st of August 2010.
9. THE COURSES All courses will be laid in the Bay of Palma and detailed in the Sailing Instructions.
10. SCORING SYSTEM.
The scoring system will be in accordance with the rules of the ISAF (International Rules of Sailing) annex A4.1.
Each race will be scored individually.
11.CLASSIFICATIONS
There will be a separate classification for each established group.
12. PRIZES
The minimum following trophies will be awarded:
12.1 The Grand Trophy Almirante Conde de Barcelona.
To be awarded to the winning boat in the VINTAGE and CLASSIC categories, as will be detailed in the Sailing Instructions, which will be issued to the participating owners before the start of the races.
12.2 Likewise, the Grand Trophy Almirante Conde de Barcelona will be awarded to the winning boat in the Spirit of Tradition category, as long as the Race Committee considers the number of participating boats has been sufficiently representative.
12.3 The Trophy for the Overall Winner.
Independently of the Grand Trophy Almirante Conde de Barcelona, the Trophy to the Overall Winner will be presented to the boat classified in first place in its division in the VINTAGE and CLASSIC categories, irrespective of the points awarded by the Vintage Boats Committee.
12.3.1 A Trophy will be awarded to the winners of the 8, 12 and 15 Metre Classes, Workboats, Dragons and Spirit of Tradition groups, as long as the number of participants per group is sufficiently representative according to the judgment of the Race Committee, who may consider grouping them.
12.4 Participation in a minimum of 50% of the regattas is required to qualify for a Trophy.
12.5 The list of the rest of the Trophies will be displayed on the Official Notice Board (O.N.B.).
13. INSPECTIONS AND MEASURING
13.1 All boats must be available for the Measuring Committee as of 12:00 hours on the 16th of August 2010 at the Regatta Base.
13.2 The owners of all competing boats are required to supply the Measuring Committee with the previously obtained Certificate of Rating.
13.3 The timetable of inspections and procedures to be carried out by the Measuring Committee will be published on the O.N.B.
13.4 The winners of each category or group must be available for the Measuring Committee for re-measurements once the races have ended and before the Prize Giving Ceremony.
13.5 Security and Measuring procedures may be carried out during the regatta.
14. SAFETY
14.1 Safety during the regatta will be regarded as Category I, in accordance with the current Special O.R.C. Rules for Racing in the Open Sea.
14.2 All boats must be equipped with a VHF radio.
14.3 It is the responsibility of the owner, or of those responsible for each boat, to comply with the general legal requirements existing for recreational boats, but especially in the handling, the operating and the safety measurements on board.
14.4 The Royal Decree 62/2008 that states the Maritime Safety Conditions for navigation and human life at sea for all nautical activities relating to sports events regattas will be applied. All participants are hereby advised, before the event, that they may participate only if their boats are correctly dispatched to navigate in the waters where the regatta is to be held and if the boat’s skipper has the appropriate license to do so.
All participants must declare, with sufficient notice before the event, of their insurance and third party liability coverage in accordance with the Notice of Race, which is to include being covered for participation in regattas and nautical sporting events.
It is the responsibility of each boat to obtain any complementary insurance besides that required in the Notice of Race.
14.5 The 2/1999 Operational Instructions of the “Dirección General de la Marina Mercante”, Chapter 1, Paragraph g) states categorically:
"The competitors will be informed, well in advance of the start of the regatta, of the insurance coverage required, outlining the risks to be covered and the limits of liability, in order for participants to be able to take out additional insurance coverage if necessary".
15. SAILING INSTRUCTIONS
Sailing Instructions will be available at the Regatta Base upon confirmation of inscription.
16. BERTHS
Boats registered and accepted by the Organising Committee will have a berth reserved at the Regatta Base situated in the Port of Palma de Mallorca, from the 15th of August until 12:00 hours on the 23rd of August 2010. The Organising Committee will assign the berths, which are free of charge, and will be occupied under the entire responsibility of the skipper of each boat.
VHF Channel 09 will be used for harbour movements.
17. LANGUAGES.
If there are any discrepancies between the Spanish and English versions of both this Notice of Race and the Sailing Instructions, the Spanish text will take precedence. In the event of any doubt in regards to the C.I.M. measurement rules, the official text and language in French will take precedence.

19. MODIFICATIONS
The Organization reserves the right to modify this Notice of Race.
20. EVENTS
These will be displayed on the O.N.B. together with the Programme of the Regatta.
21. PUBLICITY RIGHTS
Other than the Real Fundación Hispania de Barcos de Epoca and those expressly authorized by the foundation, it is totally forbidden for any person, participant, organization and / or element linked directly or indirectly to the organization, person, product, brand name or idea meant for marketing and promotional purposes, to publicize in representation of the organization in any form varying from that already established in rule 20.3.1 (b) of Regulation 20 of the ISAF.
Non-compliance with this ruling will result in the automatic expulsion of the boat involved in the publicity concerned, with forfeiture of their inscription fees.
The Publicity Rights belong exclusively to the “Real Fundación Hispania de Barcos de Epoca”. All photographs must be presented free of copyright.
22. RESPONSABILITIES
All participants in the Regatta take part at their own risk. The Organising Committee, or any person or entity involved in the organising of the event, is absolved from any responsibility for loss, damage, injury or personal inconvenience, or anything, either on land or sea, that occurs as a consequence of taking part in the regatta as announced in this Notice of Race.
We bring to your attention that, under the Fundamental Rule 4, “DECISIÓN DE REGATEAR” (“Decision to Race”) part 1 of RRV, it is established that, “It is the exclusive responsibility of a boat to decide whether to participate in a race or to continue in the regatta”.
